This pattern from Prism Yarns can be made as either a jacket or simply a vest. The knitting is done modularly, where each scallop is added at a time, so the body is made all in one piece. If you choose to make the jacket, each sleeve is made as a separate piece and sewn onto the body.

The needle size 7 is recommended for the S/M size, and size 9 is recommended for the L/XL size, as the instructions are the same. The gauge is given as follows:
One scallop = 5.5 (6.5)“ across at widest point

The yarn requirements are as follows:
Vest: 3 (3.5) skeins of Wild Stuff,
2 skeins of Bon Bon (used for final edging)
Jacket: 5 (6) skeins of Cool Stuff
2 skeins of Bon Bon (used for final edging)
