There are a few issues with the pattern so do take care when working this piece:

The fronts both use a smaller hook to achieve the shaping.

The back stays a static 13.5 inches for all sizes, the large armholes allow for the width needed in the M and L size.

The fronts should change in numbers of chevron’s to accommodate the size NOT the back. If you follow the directions the back will end up with a flap of fabric at the middle back.**
Worked in one piece from hem to shoulder, this vest features waist shaping using stacked decreases. A single crochet edging is worked around to finish.
Hook Sizes H/8 (5 mm), E/4 (3.5 mm). Adjust hook size if necessary to obtain
correct gauge.
Notions Yarn needle; st markers (m).
Gauge 18 sts and 8 rows = 41⁄2” by 12” in granny ripple st with larger hook.
