Pattern was part of a blog post with lots of links to tutorials for the tubular cast on and bind off. The site is down and I won’t be able to restore it anytime very soon. so here is the recipe:

The cowl is as basic as it gets, tubular cast on, 1x1 rib, sewn tubular bind off. I made mine about 36” around but you can make it what ever size you like just multiply gauge x desired # of inches, knit until you only have enough yarn left to bind off. I had 180 on my cowl.
