Designs in this journal are attributed to Herbert Niebling, but two at least are not his designs. So this is likely, but not completely certainly a Niebling design.

Error: Row 45 should begin with “ssk, k9, k2tog.”
The original chart shows “ssk, k8, k2tog” but that doesn’t work. Making it k9 to match the other end of the row makes all the stitches work out correctly.
