Construction notes
The neck warmer is knitted in two steps: main section knitted in garter stitch lengthwise and the ruffles by picking up stitches and knitted in the round

· Fancy Ruffle Edge over circular knitting needle: CO a multiple of 4 stitches
Round 1: * P3, K1. , repeat from a * finishing the row with K1
Round 2 and every other even round: K over k and P over P
Round 3: P3, M1r, K1 ,M1l, P3; repeat from * a *
Round 5: * P3, M1r, K3 ,M1l , P3; repeat from a *
Round 7: * P3, M1r, K5 ,M1l , P3; repeat from a *
Round 9: * P3, M1r, K7 ,M1l * P3; repeat from * a *

On section 3 of short rows: K2., yo., K2tog; knit until before the last 4 sts.; ssk; yo; K2, turn, knit all the sts. on the wrong side
